Launched Dexia Treasury in the US in 1997. Managed all global USD, CAD and MXN treasury activities/risk of Dexia Americas growing to USD 70 bln AUM. Awarded “USD Center of Competence” managing all USD funding, liquidity and IRR for the Dexia group globally. Prior to joining Dexia in 1997, was Treasurer of the National Bank of Kuwait US operations. Managed all global USD and FX treasury activities and risk, successfully navigating Treasury activities during the 1990 Iraqi invasion of Kuwait.
Frank received a Juris Doctor in Law from Fordham University School of Law and graduated with honors as a double major in Finance & Economics from SUNY University at Albany.
